Licensed Site Remediation Professional

A Licensed Site Remediation Professional (LSRP) is an expert who has been certified and licensed by the State of New Jersey to lead environmental investigations and environmental remediation activities in compliance with New Jersey laws and regulations.

The Site Remediation Reform Act (SRRA) signed into law on May 7, 2009, was created in response to the backlog of over 20,000 environmental projects facing the New Jersey Department of Environmental Protection (NJDEP). The program allows private sector LSRPs to oversee and finalize environmental projects, where previously the government (i.e., the NJDEP) was the only entity allowed to oversee the necessary environmental remediation. The licensing and performance of LSRPs is overseen by a 13-member board who ensures the highest ethical practices are followed to ensure the health and safety of the public while protecting the State’s precious natural resources.

As a result of the SRRA, NJDEP approval is no longer required; therefore, cleanup of contaminated sites will be more quick and efficient. New Jersey citizens will be provided a greater measure of environmental protection and ensured that development of underutilized properties is returned to the tax rolls quicker.

 

The LSRP Process

Under the governance of the SRRA and the LSRP Board, those parties responsible for areas that have been mandated to conduct environmental remediation are required to hire an LSRP

to ensure the process is completed based on all rules and regulations. The process between the responsible parties and the LSRP include the following:

  • Responsible parties hire an official LSRP to conduct the environmental remediation process
  • LSRPs and the responsible parties set the project milestones, including initial investigation and ultimate action
  • After completion of environmental remediation, the LSRP issues a Response Action Outcome (RAO) to signal to the NJDEP the necessary work has been completed
  • After the process is complete, the LSRP will often remain involved in the monitoring and maintenance of engineering and institutional controls for the project
