American Waste Technologies, Inc. proposes to construct a twenty-nine thousand five hundred (29,500) square foot building and related site improvements for a proposed transfer station / materials recovery facility (facility). The facility will continue to meet the growing public demand for the local and regional populations by accepting additional limited types of separated and commingled non-putrescible construction and demolition solid waste, as well as bulky solid waste materials that are incidental to construction and demolition operations. The proposed facility will provide a means for the receipt, storage, processing and transfer of the aforementioned solid waste materials for recycling and re-use. Stormwater management collection and conveyance systems are to control and treat the additional storm water runoff generated by the proposed improvements to the subject property. The Project consists of one (1) 29,500 square foot building with associated roadways, parking, rail spurs, truck loading areas and water / wastewater facilities. The Scope of Services included: the preparation of topographical, existing features and boundary surveys, preparation of various Conceptual Site and Building Plans, the preparation of Preliminary Site Plans detailing the proposed new facility / building. Prepared site improvements include the new building, twenty four (24) passenger car parking spaces, four (4) bay tipping and sorting areas, one (1) water quality detention basin, two (2) subsurface aquifer recharge galleries, along with associated site grading, pavement and storm water management systems. Documentation and materials were submitted to the New Jersey Department of Environmental Protection (NJDEP) for the determination of Wetlands and State Open Water limits. The NJDEP, Land Use Regulation Program (LURP) has issued a Freshwater Wetlands Letter of Interpretation (LOI) for the subject parcel. The NJDEP, LURP determined that the existing drainage ditch to a small pond is an "unregulated feature" and the small pond is an "isolated intermediate resource value wetland" with a standard transition area width of fifty (50) feet. Entech along with affiliated specialists prepared a Traffic Study, an Environmental Impact Statement, a Fiscal Impact Study and specific materials for design waiver / variance requests. The Entech Group, Inc. is the Prime Design Consultant for this Project.
